All devices are made available through the State Library and divided amongst those participating libraries. For the Homework Help Center (HHC) Project libraries received only Mi-Fi devices. For the Homework Help Center Broadband Expansion Project (HHC BEP) participating libraries were given the option of receiving some or all of the following materials, Mi-Fi devices, Laptops or iPads, and school bus Mi-Fi's.
Devices are sent out to the public libraries and it is up to the library as to how they wish to deploy their devices. Some libraries have created homework help centers within their libraries, many have worked with their schools to determine the needs of their students, and others have worked with job seekers. Materials can be checked out to patrons or community organizations or used within the library. This is up to the library's discretion.

This sample agreement includes sections about eligibility and checkout procedures, maintenance, restrictions, hardware and functionality problems, as well as damage and loss of device.
User Agreement Sample 3
This sample agreement includes loan agreement sample topics and a sample checkout slip.
Procedure Sample 1
This sample procedure includes topics such as purpose of the program, how to use the device, checking in and out the device, and renewing the device.
